True, but they are experts at vote fraud, and the only way they can win elections now. From experience, I can tell you one way that may not be new, but is increassing--going to "group homes", preparing the request for absentee ballots, then have the "voter" sign request, sometimes signed with an "X". Legally, mentally challenged people have a right to vote, but I question the ethics of soliciting them.
