WASHINGTON - Eight weeks have passed since the criminals from Osama bin Laden's al-Qaida network attacked the World Trade Center and the Pentagon. As we mourned with those who had lost family, friends and co-workers, many of us felt at risk from anthrax, a particularly horrible disease that was spread through our mail system by criminals or lunatics.
