Trust me, when we're looking at taking up to 100 million casualties from an Iraqi smallpox attack, you'll have no problem abandoning kitty to her own devices.
Make sure you have feeders for your animals, and continuous water bowls in your house. You can get things like that at the pet store, get several and have them always set up. That way if you have to leave suddenly, they'll be okay. We can only hope quarantine would not last terribly long. If you have a number of water and food bowls around, they would probably be okay for a while, if they're indoor animals.
Outdoor animals I'm not sure about. Maybe they can take care of themselves better, but they might wander off, of course.
