It is a very odd formulation, and I think it's even odder that the FBI wouldn't even note that..I think they did when they noted that its probably a scientifically trained person - its the type of thing an engineer would do.

Not just an engineer, but anyone required to take a drafting course and learn to print block letters. That was my first thought when I saw these letters because I was required to take that course in college.

Agreed. The block letters come from taking a drafting class in high school or freshman year of engineering in college. I'm guessing a chemical engineer. The date thing is definitely a computer nerd characteristic as well.
Must be a connection between the victims and I'm sure the FBI is working that possibility. Did Brokaw interview Daschle on a topic of particular significance to this guy? Did the NY Post later do an editorial commentary on the same topic?

I think that the FBI went for the scientifically-trained background because they need this detail in order for 1 person to "militarize" the anthrax. There was refining done and so that means technical expertise.
