Is there any way to get to a link to the bump list when we come to the Free Republic home page?

Not that I'm aware of. You can however access the bump list and then save that page in your "Favorites" that way you can go back by using your favorites menu. You may have Free Republic in your favorites just add the bump list and you're all set. Providing someone bumps the article to the list you will see it.
