I tried to "VISA FREEP" them, ie, donate $0.02 and cause them to incurr a fee, but they had a $15 minimum for VISA. I reported them to askvisa@visa.com.
I hope they will be held to the rules set by VISA.

LOL! I got a store busted that way. Had a $10 minimum and they were a greeting-card store. I walked out and left my two cards totalling $3.75 sitting on the counter. I checked with Visa and told them. When I walked by later, they no longer took Visa.
