I'm sorry, I lost a bit there.
What I meant to ask was: Given the supremacy clause of the US Constitution how could a state legislature pass a law hoping to restrict enforcement of a Federal Law by requiring notice to local law enforcement?
(Of course a strict constructionist would point out that the federal government has no real police power, but that theory has been on the losing side since the new New Deal.)

The Second Amendment should have been the First Amendment.
If George Washington (the Father of our Nation) came back to life in this century he would scorn us for our weakness.
And if "Officer Freindly" tried to confiscate his sword, George Washington would split him from throat to brisket.

Re: The Founders' interpretation of the 2nd Amendment:
I highly recommend the article in the 10/15/01 issue of National Review entitled
"Disarming America: A prize-winning historian and his gun myths", by Melissa Seckora.
She totally exposes the distortions, fabrications & outright lies of Michael Bellesiles, who wrote:
"The power of image and myth of repeatedly overwhelms reality in discussions of early American firearms.
America's gun culture is an invented tradition."
He even went so far as to make up probate records from 1849-1859 San Francisco, which DO NOT EXIST.
They were burned in the fires following the 1906 earthquake.
