No surprise in this report and you can be certain it will remain this way. If the government had any intention of cracking down on this it would have taken place prior to the Patriot Act being enacted. In other words, if they really gave a hoot it would have been the 'rights' of the foreigners that were compromised before the rights of the citizens.
