Unfortunately delivery is easy - as simple as a truck on Broadway or a ship in the Hudson.
There was a TV movie about this very topic, back in the ‘80s. I think it was aired on CBS. It was about how a small terrorist bomb blew up near New York or Boston. I think the show was called “Special Bulletin” or something like that.
