The 2000 election stuff wasn't in the original. It has been around for a while, though.

It's been attributed to Ted Nugent, George Carlin, and several others that I can't remember right now.

I can't fault jimkress too much. It doesn't appear in the current search, and the archives seem to be down. If they were up, I'd say he should have checked there first.
