Nice work. In the military, we had such things ("phone trees", "recall rosters", etc.), so I get your idea. Anyone who has spent time in the military does.
In some ways, FR already does exactly what you are suggesting. Real-time, cross-time-zone information, etc. It seems that you wish to "formalize" it a bit more. Worthy of discussion, to say the least. Nice post.

Great post and a constructive re-thinking of what we all can do to improve the immediacy of communication here. I just want to blirt out a few related ideas that have been on my mind as well that can help frame possible related tools --
- Freenet/Gnutella P2P subnetworks
- e-mail broadcasts
- notifiers that are responsive to news filters and set-up for groups as in the bumplists here
- a new form of personal civil defense network
- convergent use of many inputs - radio, TV, net, net steams, forums, rumors, etc.
- establishing automatic cross link references to establish quick corrobation of stories that appear.
- etc.

I agree. Nice post. This is something that's been bothering me lately anyway. I'd sleep much better if I knew someone was going to call me and wake me up if these jerk terrorists struck again in the middle of the night. Also, I'm out of the 'breaking news' loop most of the time at work nowadays - the metal roof prevents AM radio reception, and I'm just too busy to keep FR up and refreshed all day. There could be a radiological attack going on in my own state and depending on how busy my day is, it could take hours for me to hear about it.
Now, how do I get past the suspicious thoughts that the poster of this thread has been here less than a month? :-)
