I would like to suggest something else. Perhaps the ring of calls should be structured so that all that is said is "Freep-Alert". That triggers each person into operation but does not slow down the process by long explanations over the phone, etc. I can well imagine each person being called saying, "What? What's going on?" And that slows down the whole process. The Freep-alert can then go to whomever answers the phone. No explanations are/should be required.

ACTUALLY, I think a 3, 7 or 10 point CODE would be better.

Each FREEPER could have a small printed list of the code meanings taped to their phones.

SOME POSSIBLE CODES:
FREEPER ALERT 1
. . . .= UTMOST EMERGENCY = HEAD FOR THE HILLS LITERALLY.

FREEPER ALERT 2
. . . . = LOCALIZED UTMOST EMERGENCY; CHECK FR OR RADIO ASAP.

FREEPER ALERT 3
. . . . = MAJOR LOSS OF LIFE; BLOOD NEEDED IN CERTAIN LOCATION(S); CHECK FR; LOCAL RADIO.

FREEPER ALERT 4
. . . . = IMPENDING SERIOUS LIFE/DEATH DANGER; HEADS UP; TUNE IN LOCAL RADIO; FR.

FREEPER ALERT 5
. . . . = RAPIDLY BUILDING NATIONAL THREAT . . .

OR OTHERS CAN PROBABLY SUGGEST A BETTER LIST. . . OR WE COULD BRAINSTORM; NOMINAL GROUP PROCESS TO REDUCE SUGGESTIONS TO THE BEST LIST.
