McKinney is a useful example of the wisdom/non-wisdom of "majority-minority" districts.

The negative for blacks is that the districts concentrate their influence in one district alone, to the detriment of weakening their relative influence in a larger number of adjoining districts (as a more powerful "minority-minority").

The 'benefit' of sch districts is that they increase the probability of direct black representatives -- and those representatives maintain that there is something essential about black interests being represented by black politicians, that overcomes the negative of dimished power in adjoining districts.

And so we have -- Cynthia McKinney. And what conclusion, pray tell, does she illustrate?
