Economics is a factor here too. The milllions spent per legal case in U.S. Courts when compared to salaried tribunal judges and some guards wages, obviously frees up a lot of money saved from going into an increased tax burden on U. S. taxpayers.

A tribunal system should be used more often to help reduce the backlog of our regular court cases.

Arizona has lots of room for more tent-city jails.
