Please notify ALL of your local mass media - tv and radio stations and newspapers. This should become known to the public at large. AND... you have a excellent "human interest" story to boot, with your friendship.
I think the liberal media would yawn at this kind of stuff, but will bring it to the Congressman's attention.
I have known this guy for 20 years, and what gets me is that he was really hurt.
