He seems to think that a country with a population of 10 that kills 5 of its own is worse than a country of 100 that kills 49 of its own. Just because there are more victims is irrelevant; it's body count that matters, and the Commies win out, hands down.

I agree. It would seem that the author did in fact manipulate the data until he found a way to divert attention from the plainly obvious conclusion.
