I'm not an image expert nor do I claim to have all the facts about this billboard. However, I do want to give some of my observations about this image. What I see is a sign suspended between two wooden posts. It looks to be about 10 feet wide and six feet tall and the heighth of the sign is about 12 feet. The person looking at the sign is directly under it. With the sign suspended up in the air, wouldn't that make the bottom edge razor straight? Wouldn't this also make the angle of the person's head in the photo correct if he is directly underneath and looking up? The top of the sign appears to be cropped a little for the photo, too.

Your reasoning is fine. THe issue with the bottom line of the 'billboard' to me is not just that is it straight, but that is it perfectly level/horizontal as well in a photo that should have some noticeable perspective. This, I believe is especially telling when the top of the billboard has a noticeable curvature due to perspective and the likley use of a moderately wide angle lens.
ISPY4U won't listen to this argument, but you may.
