A cynical, or vigilant in some eyes, man would wonder at the juxtaposition of the Pentagon unveiling "smart ID cards" that allow holders to get cash and buy food, and this new threat to our security.

A cynical man may fear that the government wishes to frighten the populace enough to accept the issuance of national ID cards, unlimited wire tap powers, and the disarming of the populace.
