I think there is a huge disinformation campaign underway here. I agree with the idea that the US is not yet ready to take on Iraq. Whether this is for reasons to do with the coalition, or military/intel preparedness is up in the air. The administration really seems to doing its best to deflect the blame of this from Iraq.
Another possibility is that the administration knows full-well that Saddam is behind the anthrax attacks. On other threads related to this topic, folks have been arguing that long-standing US policy is retaliation in kind for the use of WMD. Problem: terrorists use "conventional" means (the hijacked planes) to kill thousands of people, and then the terrorists use a WMD to kill only a few. So, even if the administration knows Iraq is behind the anthrax attack, they may not know, at this point, what the appropriate response should be.
Clinton hated the military, and depleted it to almost null in favor of Socialist programs.
Maybe Bush wants to wait before he arrests the left wing extremists until the war is over.
Better deal with the left wing anarchists later.
