MOSCOW, Oct. 25 /CNW/ - At the recent Malaysia's Maritime and Aerospace Exhibition LIMA 2001, Russia presented two radio frequency weapons, the Ranets-E and the Rosa-E.
Analysts view them as a completely new type of electronic warfare weapons, which are being developed by leading world nations now. These arms are expected to bring electronic and information warfare to an entirely new level.
Ranets-E and Rosa-E represent non-flying weapon systems, which have been developed by Russian researchers since the late 1990s. State arms exporter Rosoboronexport, which was then called Rosvooruzheniye, initiated the export- oriented research on the creation of radio frequency arms, based on new physics principles and Russian know-how. The research has been based on the assumption that it is possible to disable not only pointing systems of high precision arms, but also their electric circuits by generating certain levels of electromagnetic radiation.
Research has been carried out on many of the new variety of radio frequency weapons projects. The cooperation between the state arms exporter and military researchers resulted in the preparation of two commercially oriented projects, Ranets-E and Rosa-E, which can be offered to potential clients.
The Ranets-E project involves the creation of a mobile radio frequency defense system against high precision weapons. The system consists of an antenna system, a high-capacity power generator, control and measuring equipment, and an energy supply sub-system. Ranets-E can be installed on a stationary or mobile base.
Its output capacity exceeds 500 megawatts; Ranets-E works in the centimeter wave frequency-range and produces impulses of 10-20 nanoseconds. Ranets-E radio frequency cannon is capable of incapacitating an enemy's high precision weapons in a radius of 10 kilometers and ensuring all around defense in a 60-degree-angle sector. The system is expected to disable missiles' pointing and electric systems.
The high capacity interference station Rosa-E is designed to bring down enemy's radar systems. It has a range of 500 kilometers. Rosa-E can be installed in an aircraft when produced in a modified casing weighing 600-1,500 kilograms. Rosa-E's input capacity is 50-100 kilowatts, its output capacity is 5-10 kilowatts. Rosa-E also works in the centimeter wave frequency range.
Clients may not purchase a finished product or the technical documentation of either model. Potential customers need to clearly define their tactical and technical preferences as well as finance the Russian researchers' and producers' work. After this, their request will be accepted or denied. If accepted, they can receive a model after concluding a special agreement. The model can be tested at a military range.

Many people that have been hearing a very high pitched sound,
since the early 90's, and similar to that of an old black and white TV,
have been diagnosed with a "new type of tinnitus". The sound
however, makes people ill, with shoulder and neck aches, and
a feeling of disarray; confusion, headaches and lethargic feelings.
Doctors fail to do proper testing that would indicate that the sound
is quite real, and that of low radio frequency harmonics that are
extending into the human hearing spectrum. Instead they prescribe
pills.

I found the noise of it bouncing off the roof of the offending
vehicle usually quiets it quite rapidly.

The weapons discussed put out electromagnetic pulses (EMP)of such strength that they fry electrical circuits.
The military was rightly concerned for years that a nuclear explosion puts out such a high level of EMP that it would fry circuits for hundreds of miles (in the case of a high altitude air blast of the nuke).
In order to protect against the EMP disabling military systems, specific measures were used and the military would test the system using an antenna array outputting EMP that would simulate the EMP from a nuke. Thus, their simulators would likely share some common characteristics with these new Ruskie weapons. Also, they likely could test vulnerability to the new Russian weapons.
The U.S. Navy tested its ships (and those of allies) by using the EMPRESS systems.
However, these structures, that likely cost millions to build, have been dismantled. A certain impeached former president insisted on dismantling because it would show the Ruskies that we were disarming. This was against the express advice of his then Chairman of Joint Chiefs of Staff, General Colin Powell, who said we could mothball the structures at little or no cost in case we needed them later. But no, TRIM-X-POTUS insisted that DOD spend big bucks to dismantle them.
Summarizing, and considering that other services EMP testing systems were also dismantled, mothballed or reduced, TRIM-X-POTUS' treasonous actions have left us much more vulnerable to this type of weapon or at least with greatly reduced capacity to test for vulnerability.
You can shield the weapon with a Farday cage, but then how do you communicate with it? If its a smart set and forget weapon (e. g., with an optical targeting system) shielding ought to work. But if you have to radio guide it, shielding keeps out your radio signal. I'm speaking as an electrical engineer, not as anyone with any weapons knowledge.
