I happen to know that whenever army helicopters fly over civilian areas they generate complaint calls from citizens and the army is very sensitive to civilian complaint calls; so I'd say they were engaged in their job if they were 100 ft above the freeway rather than just hot-dogging. Perhaps the helo was fitted with special equipment to allow them to listen to conversations in cars if they point the device towards that car. Such devices exist. Who knows?
