That is a fallacy. Simply because all parts of the Bill of Rights are a part of the Constitution, it does not follow that all parts of the Constitution are a part of the Bill of Rights.

Article 4, the one you cited, is not an Amendment to the Constitution. It is Article 4 of the Constitution.
