Aaaahhhh, look deeper, Grasshopper. That would be under 'general welfare'. You know, the part where the founder's intended citizens to obtain a free ride at the behest of forcefully depleting taxpayers of their income. It sits right along side the original description and layout from the founders for prescription plans and social security, dontcha know.
Looks as though our government has been providing for the general welfare and demoting the common defence.
Look again and think this time grasshopper.
That phrase presumes that the general populace is sane.
To some that phrase could mean drugs for everybody...
