Jesus is speaking to his apostles as he sends them out to spread the gospel. I beleive he is telling them and us that it is our repsonsiblity to support our pastors.

Isn't it the responsibility of all Christians to spread the gospel? The 'universal priesthood' of believers?

Yes we should all spread the word, but not everyone is a pastor, or missionary. They should be supported by the church.
