Uh, no it was not Ford. Reagan wrote major restrictions on the CIA in:
Executive Order 12333, Dec. 4, 1981, President Ronald Reagan
Specifically:
2.11 Prohibition on Assassination. No person employed by or acting on behalf of the United States Government shall engage in, or conspire to engage in, assassination.

Actually, I think Clinton signed the EO restricting the hiring of informants on the advice of Torrecelli. I heard O'Reilly interview Torrecelli about this. It is really not very surprising that Torrecelli would want to restrict the use of informants, since he, himself is being prosecuted on the basis of information from informants.
