The short answer, given on earlier threads, is that airlines never publish the names of people whose next-of-kin haven't yet been notified. In fact it's illegal to publish them.

Presumably no one could notify the next-of-kin of the terrorists, or of several other passengers.

Don't we know that some of the hijackers, like Atta, were traveling under their true names? Why couldn't their next-of-kin be notified?
