How hard is it to drive a HasMat truck? Why do you need to go to school to do it? If you're going to hijack it, why would you need a hasmat license? Why not send one guy to school and get him to tell the rest? Sounds fishy.

It's not like foreign students need to come to the US to learn to drive trucks as a skill to take back to their country. They attend our schools to figure out the internal workings of the US, they can figure out better how to steal trucks, how not to look suspicious, where to fill with fuel, how to try to fit in. They may find that just a little harder than it seemed.
