This is purely for conversational purposes, and not pointing fingers, but an editor's job really shouldn't consist of correcting grammar and the like. (I say "shouldn't" because editors generally do wind up doing things like that, although that really isn't their job.) An editor's purpose is to make sure the article is consistent with their style practices, sources are checked and accurate, and that the article fits into their alloted space. If any of these requirements are not met, an editor sends it back to the journalist for the appropriate corrections.
The only time an editor has to do the work himself (or herself) is when the writer cannot be located before the deadline. If a writer's work is always below par, grammatically and so forth, that reporter generally doesn't last very long. ;-}
