Indeed, we Orthodox agree with you that all the saved are saints. The distinction between the Orthodox canon of saints and all the saints is that we specifically venerate those among the saved whose glorification God in His mercy has revealed to the Church. How their glorification is revealed varies. Martyrs are obvious (St. Herman of Alaska upon learning of the death of an Orthodox Aleut at the hands of the Spanish in California, immediately asked his name. "Peter" was the reply. St. Herman turned to the iconostasis and said "Holy Peter, newly martyred, pray to Christ God that our souls be saved.") other have their glorification revealed through signs and wonders associated with their relics, or by the way in which their lives and writings manifestly show forth God's grace.

Revelation reveals the love of God for those that are marytred.....

Revelation 12:11 They overcame him by the blood of the Lamb and by the word of their testimony; they did not love their lives so much as to shrink from death.

Revelation 20: I saw thrones on which were seated those who had been given authority to judge. And I saw the souls of those who had been beheaded because of their testimony for Jesus and because of the word of God. They had not worshiped the beast or his image and had not received his mark on their foreheads or their hands. They came to life and reigned with Christ a thousand years.
