An FYI...Panama Canal Transition: The Final Implementation
In part...The Canal Becomes a Business
snip...While there will be no noticeable change in the technical operation of the canal, the PCA (Panama Canal Authority) will be free to manage the canal as a business, whereas under U.S. law the canal has operated mainly as a government service.
Businesses can be, and are, sold all the time!

Ensuring Things Go Well
snip...The transfer of the canal provides as opportunity for greater international cooperation. Major canal users, including Japan, Taiwan and China, plus several South American nations, all have important stakes in a smooth transfer and continued efficient operation of the canal. They may be willing to provide assistance to Panama in dealing with potential problems that can adversely affect the operation of the canal. Similarly, the World Bank, the International Monetary Fund and the Inter-American Development Bank should increase their attention to Panama during this critical transition and be prepared to lend assistance and advice if problems develop beyond Panama’s capabilities.
Seems like Panama has all the help they need.

"U.S. Turns Over Two Posts
THE United States officially handed over two of its 10 military posts in Panama during early September ceremonies in Panama City.

Fort Davis and Fort Gulick were returned to the Panamanian government as a milestone in the implementation of the 1977 Panama Canal Treaty.

Fort Davis was officially established as an infantry post in 1919, and Fort Gulick Military Reservation opened in 1941 as an anti-aircraft and harbor defense site.

In 1984, in compliance with the Panama Canal Treaty, a portion of Fort Gulick --- with the exception of family housing, the ammunition storage area and several community service facilities --- transferred to the Republic of Panama and was renamed Fort Espinar by Panama.

In preparation for the latest transfer, units at Fort Davis were transferred or inactivated. Almost 1,500 military personnel, 600 civilian employees and 1,400 family members were moved to Panama's Pacific Community installations or other posts outside Panama.

With Fort Davis and Fort Gulick now under Panamanian control, Fort Sherman, site of the Jungle Operations Training Center, and the Galeta Island Communications Facility remain the last U.S. military facilities in the Atlantic Community. -- U.S. Army, South, Public Affairs Office"

As a citizen of the Atlantic Community and a lover of freedom and democracy, I was thrilled to write this essay. I was thrilled to read about the men involved in bringing the Atlantic Community to life through the Atlantic Charter and North Atlantic Treaty! I am proud to be a citizen of the Atlantic Community and its great value on freedom, common heritage and democracy. I write essays aimed at educating readers about the Atlantic Community, the North Atlantic Treaty and NATO. These essays also provide a basic education in what is wrong with the current NATO! I also try to write the essays as simple as possible, so that the reader can learn from the essays without prior knowledge about the topic of the essay. What you will notice is that my essays on the North Atlantic Treaty, the Atlantic Community and NATO are written from the social science perspective. This perspective is different from the usual "strategic-military studies" perspective and paradigm that dominates much of the current works on NATO and the Atlantic Community.
