What if, in swallowing the water, some of it got into his lungs (went down the wrong way, so to speak). Couldn't this explain the inhalational anthrax?

Aspiration pneumonia, and it would have shown up. From what I've read, the clinical signs are of inhalation anthrax. Classic case.
