WASHINGTON A former Massachusetts congressman and director of the Federal Reserve Bank of Boston has pleaded guilty to stealing more than $200,000 from the Hawthorne Hotel in Salem, the Federal Deposit Insurance Corp. Inspector Generals office announced Wednesday.

Last month he pleaded guilty to depositing checks to the trust in his personal checking accounts for his own use, the inspector generals office said.

The inspector general said that Mr. Harrington, a Democrat, admitted he took $226,771 from January 1991 to December 1993 by cashing checks each week of about $1,500. As part of his guilty plea, Mr. Harrington was ordered to pay a $100,000 fine. In June 1995, as part of a compromise on the Hawthorne Hotel loan, Mr. Harrington repaid $200,000 to the FDIC.
