I respect your opinion, but I think this is a good idea- he is not going to sleep well knowing even his own guys will be thinking about $1 billion reward.
This could even by 'psycho ops' for all we really know...

Can you imagine how many COUNTRIES would like to earn a billion-dollar bounty? Osama hasn't got a prayer now. We don't have to wait until the time is just right for us to act and take him out on the first strike ... the job will be done FOR us, and alot cheaper than it would cost us to do it ourselves.

Why not just let the bounty hunters get the first crack at it? These guys are ruthless. They'll do it for the money and the thrill of it all. Our military can wait a while longer.
