I would say that our special ops troops start making people wake up dead with no loud noises or fire then the bad guys would scare them more than any nuke. The unknown always terrifies. Feeding a few to wild pigs while others watch might work too. Let the witnesses loose to tell there buddies, no civilized nation would believe America would do that.
