Bin Laden is not likely to hang around, being that close to the Pakistani border. Being realistic, if there's a large heli-pad, there's a helicopter or small plane capable of getting him to safety.

However, assuming this is a valid target, a bunch of high-volume pumps and pipes are needed. Build a reservoir system on top & do a high-pressure flush - appropriate term, besides.

At the peak of the flooding, have delayed charges detonate for a hydraulic over-pressure effect.

If the dam has a generator associated with it, throw a few mega-watts down the flooded tubes for good measure.

Repeat as necessary.

After the water exits, down hill, flood the lower drainage points with fuel & turn the tunnels into super-heated chimneys. Check the exit of the smoke / heat for missed entrances.

Repeat as necessary.

If it's necessary to enter the tunnels, have the locals take the point. Mulahs first.

Don't waste any 'friendly' lives or ammo; that's stupid.

Carpet-bomb the region to leave a lasting impression.

If any resistance is given from the local village, blow the dam.

It's like when you go after moles who've dug tunnels all over your yard, you can get them out but it takes time.
