Vectoring West Nile in migratory birds by the Cubans is a possibility but the problem is they are the red headed stepchild of the Soviet Union. Granted they are isolated and they have plenty of time to make a gradual attack.

The one problem is money. Bioreactors aren't cheap. While you can buy type cultures from the US I doubt we would sell to Cuba but I could be wrong.

The "message in the bottle" program is a nice touch. The problem is to make an effective attack there needs to be a wide spread and to do that you need more than insects, tradewinds and prevailing currents.
