I believe that the delay in attacking the Taliban was caused by just that: the post-Clinton military. Not the special forces, mind you. They're always combat ready. But the logistics, aircraft maintenance, and on and on and on have been decimated by Clinton policy.

Not to mention our dependence on Arab oil, as the cartoon points out.
