The cultures in question respect strength and perceive weakness as the absence of strength.

The question is what will actually cause the leaders of these countries to take action?

Historically fear has worked. Waiting for the Taliban to react to "embarrassment"? Where is the historical precedent to support this pleasant pipe dream?

Frankly, I don't consider the Taliban a legitimate government any moreso than I consider Yugoslavia to be a real country. The authors points are aimed more appropriately at Iran, Saudi Arabia, Jordan, Syria, etc.
