I've had dinner at the Windows on the World restaurant in Tower One. The restaurant was maybe two or three floors down from the top of the tower. I don't recall seeing anything about an observation deck mentioned. :)

Wow, 45 miles. I had no idea you could see that far. It's all pretty chilling.
