Right now, I'm comfortable in trusting our President. He knows of the threat, and he knows of the options. I can not think of a better man for the job than him, and I trust the people he has picked to help him.
If such an attack occurs, it will be horrible, and it would cripple the nation far worse than happened last week. If such an attack were linked to a nation state, I have little doubt that we would respond with a nuke right on their capital city with no warning.
Right now there's no need to nuke anyone. If we can accomplish our goals without it, that would be infinitely better.
We also need to increase border enforcement, but I'd stop short of your shoot-on-sight suggestion. Keep in mind that if you really wanted to enter this country, there are thousands of miles of unguarded coastline and a vast northern boundary that is unmarked and unguarded. We do not even begin to have the resources necessary to guard our borders.
We will do what we can, understanding that it is impossible to protect against everything. Taking the battle to their backyard is the best tactic I can think of in order to provide true protection.
