I understand exactly where you are coming from ... but like was discussed earlier, the land (as I understand it) is to be donated, and I believe the work for constructing it could be donated too.
The government would maintain it ... I believe that the defense of our nation is a legitimate role for government and so would not mind seeing the money for maintenance (and even construction) come out of there since it occured in the defense of our nation. National Monuments (IMHO) should be relegated to such things.
Any National monument should be voted on by Congress (National Parks are), but I believe now they are only "rubber stamped" by Congress and it is left up to the Executive to name them.
I believe the Executive could "propose" them along the lines of what I have said, and that Congress would then have to vote on it.
Anyhow, I understand your objections and respect them ... but will push for this particular monument just the same. Meaning no disresect or offense, just as you meant none.

I think the terrorists nosed it in when they saw they were going to lose control of the plane. That, or they really did have a bomb and they set it off.

This Petition is missing one important sentence. As follows:
At no time shall this Monument be turned over to the United Nations nor shall it be maintained by United Nations personell.

Amen. We'll have to make sure Congress understands that NONE of our soveriegn territory os open to that. Any "Biosphere" parks need to have the designation removed ... any "World Heritage" sites need to have that designation removed.
