If so, this is worse than a disservice to women who may be newly widowed, and who may very well profoundly regret a hasty decision to abort a child, made in the emotion of the moment.

Perhaps that's the rationalle, but I can't imagine it. I would think it far more likely that WTC widows who had been considering an abortion but didn't get one will now be glad they held off, and those who had gotten one will be in extreme regret.
