I forget which columnist wrote something to this effect: "Killing Osama bin Laden might not eliminate Arab terrorism. It would, however, eliminate Osama bin Laden."

Just war has two goals: to protect the people and punish the guilty. Eliminating bin Laden accommplishes at least one out of two, which isn't bad.
