Sounds like a conflict between states to me.
Bin Laden does happen to be the Minister of Defense for Afghanistan and his brother-in-law is the leader of the country so I guess you could say (unless you are French or the Minister of Defense for Italy) that we have good reason to go to war with Afghanistan.
BTW, how do you become the Minister of Defense for Italy? Are the qualifications that you put out a fire in a kitchen and then you get to become head of Italy's Armed Forces?
