No, I'm not surprised. However, I'm disgusted that Clinton could have taken Bin Laden out after his involvement in the first WTC bombing, the bombing of the USS Cole and our embassies in Africa. Instead, he wasted millions of dollars on diversionary tactics against Bin Laden and Saddam Hussein, like bombing a pharmaceutical factory in Sudan and evacuated "terrorist camps" in Afghanistan to convey the impression of retaliation when in fact by "attacking" the enemy this way - unsuccessfully -- he strengthened their desire and resolve to attack America. So there is no surprise the enemy was emboldened.

Wouldn't you take do the same if you knew the attacks were going to happen as they did?
The government allowed attacks on the World Trade Centers followed by the Anthrax attacks (in this period of escalating violence) were successful in getting the "Anti-terror law" (Big Brother, Anti-American Gestapo Law) passed, weren't they?
But then the CIA and CFR anticipated and accepted this terror happening as part of the price of acheiving global governance (World Government) as they laid out here months ago on the CIA own website:
