You know, sometimes a fact is so simple, and right out there in front of you, that you don't immediately grab it. Must be too obvious, I guess. When Freeh bragged about "populating" that Abu Nidal cell during an OPEN HEARING before Congress, Freeh was informing Abu Nidal that the FBI planted informants in that terrorist cell operating within the United States. Now, why would an FBI Director let that kind of information out to the general public?

Since Freeh did it I don't think it's so clear. If I did it, it would be: a) untrue, and; b) intended to sow doubt among his followers.
