What, no bump?

Egads, mea culpa.

It would be more effective if the acceptance of the Letters were offered to citizens of Arab nations, and if there were a reward for intelligence, not just for apprehension and termination.

Problem:

Unlike pirates at see those folk are difficult to identify.

I trust our guys can make do.

By investing a little of their own money in bribes, our guys can hopefully get the "local" info they need to turn a substantial net profit on the Hunt.

If the reward is offered for concrete and material help, in return for certain transparency, and is coupled with American political asylum, I don't see how the recipient of the award can start his own terrorist organization.
