BUMPin' again!

Permit it to anyone who is not associated with a terrorist group. I'd say that groups like EO and Sandstorm (well known "international security consultants", Sandstorm uses mostly Ghurkas for ground work, EO is South African) would be better at it than anyone.

Under this rule, much intel would become available to the contractors. Not all, but a fair amount.

Should have just slipped it to Bush. Congress will just muck it up.

Bump

If I whet my glittering sword, and mine hand take hold on judgment; I will render vengeance to mine enemies, and will reward them that hate me. I will make mine arrows drunk with blood, and my sword shall devour flesh; and that with the blood of the slain and of the captives, from the beginning of revenges upon the enemy. -- Deuteronomy 32: 41 - 42
Sheer poetry! Even the darker passages of God's Word seem hauntingly beautiful. I'm glad to be be counted among those on His side!

What, no bump?
It would be more effective if the acceptance of the Letters were offered to citizens of Arab nations, and if there were a reward for intelligence, not just for apprehension and termination. Unlike pirates at see those folk are difficult to identify.

Problem:
1.) They'd just start new terrorist organizations of their own (assuming they hit the right guys) 49 Posted on 09/15/2001 00:35:35 PDT by Uriel1975To: Uriel1975 Good point. The bounty collecters would just buy nukes with the money to drop on us. As far as righteous revenge, hell I'd do that part for free!50 Posted on 09/15/2001 00:43:47 PDT by Travis McGee

I trust our guys can make do.
The best source of intel, in that part of the world, are the Bedouins. I can reconnect if I can get to eastern Turkey, in one piece.... This is a job for BMG .50 or knives and Gillie suits. One shot, one kill. 97 Posted on 09/16/2001 14:15:54 PDT by D Joyce
By investing a little of their own money in bribes, our guys can hopefully get the "local" info they need to turn a substantial net profit on the Hunt.

An excellent idea provided you open it to anyone.
You might want to advertise it on mafia.ru

If the reward is offered for concrete and material help, in return for certain transparency, and is coupled with American political asylum, I don't see how the recipient of the award can start his own terrorist organization.
