I consider myself of above average - when it comes to tactical things...
And I could tell you, I wouldn't use it.
Seriously, want to know what I'd do, in their position?

One of two things. Attack like they have been, and wait for a counter attack... then use the nuke (it will be a backpack device)... on a city.
Or... if I only had one...
I might wait for the American armies to take the field... and use it on them.

Using your best weapons first is not necessarily the best tactic. It depends on your overall strategy.

Its Powell's statements about arrest and trial that are worrying me right now -- but I'll let that pass as disinformation for the moment.

Disgree. Each election no matter WHO wins drags us farther into socialism and chaos. If this were not the case, we'd see gradual returns of freedom when Republicans were in power. We don't. We see SLOWER erosions of freedom.

Our enemy can't be beaten on the battlefield alone.

On that, I disagree again. Hard to win a battle when you're dead. We can simply kill them all.
