A Congressional Act of War by The United States of America will open all military options and release all defeatist constraints in pursuing and punishing every last cell of International Killer Terrorists and their political co-conspirator supporters--the specific Mass Murderers of the WTC and all other terrorist factions world-wide.
It is appropriate to use military force against bandits and pirates, even bandits and pirates pretending to be governments. We did that against pirates in the Carribean in the 18th and 19th Century. The British treated the destruction of Blackbeard as a naval operation (as opposed to a police action). We treated Pancho Villa as a bandit, not a nation, when we mobilized our army against him in 1914.
If we want to declare war on nations succoring terrorists responsible for this action (Afganistan, Pakistan, and Iraq come to mind), fine -- in fact great! Otherwise, simply authorize the President to mobilize the American armed forces against banditti. Declare war on nations that try to stop us, but don't grand bin Laden the dignity of treating him as a sovereign power.
Jeff, several Congressmen, including Senators Biden and Warner, have said that there will be no declaration of war.

If your senator or representative is unwilling to vote for a declaration of war, ask him,
"Congressman, just what would it take for you to vote for a declaration of war?"
If I recall correctly, Bob Barr has drafted a resolution to declare war.

I hope there are no signers that think such a war will stay at isolated strikes against known terrorist locations. All who sign this document had better extrapolate an escalation and take personal responsibility for the end result.
